Weird recommendation but the first half of Insidious (2010) is some of the best truly scary (not jump-scare) horror I've seen. The second half is a shit show, so don't expect a great movie overall, but man that first half is brilliant.

SCOTUS judges have to retire or die, and then vacant seats have to get confirmed by the Senate, and no self-respecting Republican Supreme Court justice would die while in office. Expanding the number of justices is also extremely unlikely to happen, and also, relevantly, not really in Joe's hands.
