Unlike a freeway, which has bigger speed limits, a highway is just any road designed for high traffic. It still has intersections, traffic lights, and driveways into properties.
There may have been some over-panicing, but without the media coverage, many more companies and governments would have avoided doing any mitigation, and woken up on Jan 1 to broken systems.
A certain amount of panic was necessary to achieve the result we did. Just because most things got fixed in time does not mean there was no reason to be concerned.

But antimatter needs energy to create, probably more energy than it can produce. Unless you can find some source of it in the environment. Fusion is much more likely to be feasible.
Antimatter might make a good compact way to store energy for a starship, if it was created in a large fixed facility with access to huge power sources. But it's not a way to generate energy by itself.

(As there are a finite number of elements, and a finite, though large, number of ways to combine them, especially for homogenous, non biological molecules.)
