It's not just building the factories. The FDA has to minutely inspect the factory and it's procedures, and give it's approval before they can sell anything made there. It takes time for that to happen, especially with the RIFs they're pushing through (which is relevant because they also re-inspect the factories every ... ?5? years and they're having problems keeping up with the current batch of factories).
Because a bunch of Americans get their drugs from Canada (mail order or driving across the border if you're close), and it really pisses off the pharma companies that they're losing that money.

Any resistance or non-conformity can and likely will be punished.
I use "fucking terts" when I'm angry at a specific person ("terts" is a derogatory term for earth humans (from Alien Nation), and "furless human" when I'm in a slightly amused mood (it's what my cat used to curse me).
They've already picked up people with proof of citizenship on them, claiming they thought the papers were fake. And once you're picked up, there's no due process so there's no chance for you to prove your citizenship before they chuck you into a camp.

It also doesn't help that one party has a history of twisting or actively redefining the meaning of words, to create loopholes out of the most plain language possible.
There's a negotiating technique where you demand absolutely insane things, then "back off" to things beyond what you originally wanted. The Republicans do it a lot.
They won't. They switched it because it's easy to justify spending any amount of money on "defending" yourself. If they switched it back, it would cost them some support.
