If the deaths happened because of a lack of warning and the lack of warning was because Trump shut down programs. Then yes that is because of trump.
If it’s deaths because of severe weather.. but the sirens went off. And there was just as much warning under any other president… then you are basically saying trump somehow caused severe weather. How did he cause severe weather only three months into his presidency?
Is his policies going to cause large scale issues? Hell yes. In three months time? Exactly how did he pull that off?
