And yes, nukes are effective as a deterrent. Look at how reluctant the West is to support Ukraine against a genocidal invasion because of Russia's repeated nuclear threats. It's a problem of reliability. If you need to be at work at 08:00 and your train is regularly late or getting cancelled, you can't take the train to work.
