Step one fines. Fines should be based on income. So rather than a $25 fine a $25% of your income fine. This would get people's attention. Step two a threat of shut off and double the fine. Step three shut off water and increase the fine. This is not an unsolvable problem it just needs the will to proceed.

Nothing essential should be in private hands. NOBODY should be making a profit from anything essential. Everything deemed essential should be provided by the government at the lowest possible cost to the taxpayers. If the private sector wants a share they can be in charge of alcohol, drugs, cosmetics, swarovski crystals, celebrity car air fresheners etc...

I know a teacher with a severe peanut allergy. One of her students found out, chewed up a mouthful of peanuts and spit in her face. She barely survived.

Not enough data to answer this.... I have lived in villages where the nearest cop was over an hour away I have never lived anywhere with ethical police.

I have been using pretty much daily since 1966. I could never pass a cannabis test. I worked at a complex job. The list of jobs I did included machining, chemistry and chemical analysis, biological testing and the use of lab equipment to perform testing and analysis. I would also have to organize a crew and supervise complex mechanical repairs. I personally know many other people in complex jobs such as judges, doctors, and pilots who all use cannabis. For the average person it enhances them it does not degrade them. THIS IS LIE and always has been.

He should be executed for treason and we all know this. The fact that this has not happened reasonably makes us fear the worst. We all know what happened when hitler was not executed when he reasonably could have been.

I am an old guy who does not have auto banking set up. I get a cheque every few months.
