The US sends Ukraine weapons and munitions that come from their own stock, and buy new ones for the US
Older munitions that are closing on their expiration date get used instead of the US paying for refurbishment.
Phased out hardware is donated as aid or lend/lease meaning the US buys the equipment they do want instead.
Limited amount of new stuff is donated
The actual money is then spent by the US, on replacement equipment. (This is purchased from US contractors who manufacture the equipment in the US and Pay Americans their salary).

Many people share concerns about the use and storage of PII by for profit companies and governments without any oversight on what actually happens with the data. It is good that waryness on who you provide what data to is Becoming more mainstream. I remember years ago people would look at me funny if I replied "no thank you" when asked my zip code in a store. Now a lot more people do it.
Criticism can be harrasment, but harrasment does not nessecary be criticism.
I would imagine the line would be somewhere that concensus (sometimes in the form of the law) say it is. The target of the criticism alone would not be a good measure by itself (I could imagine large polluters would find protest against them harrasment a lot sooner than what the general public would think it is.).
Does the line then become visible when it targets individuals? I think it is a very interesting question.
