That's not even a amendments thing, it's a baseline constitution thing.
Per Article IV, Section 3 of the U.S. Constitution:
New States may be admitted by the Congress into this Union; but no new States shall be formed or erected within the Jurisdiction of any other State; nor any State be formed by the Junction of two or more States, or parts of States, without the Consent of the Legislatures of the States concerned as well as of the Congress.
I suppose one could make an argument about it not being a new state formed by the junction/parts of two or more states, just giving one to another, but I doubt even our current SCOTUS would go for that interpretation, as it's wildly farfetched.
The counties wanting to split off weren't anywhere near unanimous, and in total they represent about 150k population, give or take, so deffo no chance in Oregon considering voters in Portland go hard blue (ironically why the movement exists lol). A pass in federal congress is also needed and also not likely.
