Moving the harasser means they'll continue their actions somewhere else.

I think you also need to do the same for each shell. I know you have to do this for grenade launchers, I'm assuming it's the same for tank shells (especially exploding rounds, not sure about non-exploding).

For reference, the bit in the Oregon state constitution is as follows:

Pretty similar to the US constitution's second amendment. If SCOTUS was consistent, I think they'd rule in parallel to what's been established elsewhere for licensing, purchasing restrictions, etc.

Okay, I'm really struggling to make any sense of what you're saying here. If you're suggesting that it should be read as "while a militia is necessary to a free state, the people should be armed against it", that just doesn't track at all.

First, the militia was the people. When the second amendment was first written in 1789, the Continental Amy had been disbanded for six years, and it would be another three before Congress created a standing army.

Second, it just doesn't pass regular reading muster. The first half is building up in support of the second, not against it. There's no language to suggest that the right of the people to bear arms should be in opposition to the militia (which, remember, was the people).

Dupont was appealing to get it reduced, though. If the Supreme Court was on their side, they would have taken the appeal.

No, that's pretty accurate. There is new construction, but not nearly enough, and more importantly not dense enough to satisfy demand.

People still want to live in cities, but often denser buildings are blocked. And people that want to live in suburban areas can't afford the homes being built.

People who want to live in rural areas are fine, because the demand for those homes is so low. Not many people want to live in bumfuck Ohio.
