Many games have the fps limited to prevent massive glitches that often happen. Could also be vsync or a number of other settings. With something like vsync, the game engine can run faster than the frames hitting your monitor as they'll be tossed away to prevent tearing.
It's very old, unfinished and jank as fuck. The ai was never very good and could be steamrolled easily with the right tech tree. But those first few turns while exploring and setting up colonies without knowing exactly which tech your nearest rivals would have or if they were planning an invasion was always very fun. Then it would turn into a tedious logistics game of trying to move your fleets or decommission ships that took you the majority of the game to build.

There's another case I have a strong suspicion about. Some "random guy at the bar" tipped off the FBI about a guy they've been watching for years. They claim they printed out the picture matching the name/description and the agent recognised him immediately as someone he had questioned once and snapped him up. Was one of those guys planning to blow shit up but I don't get why they couldn't get a fucking warrant for that.
