I dont think there are comparable federal laws for rape. Human trafficking and wire fraud, sure but rape is dependant on the laws of the state. The Federal case was hampered by the lack of credible witnesses. The state of Florida will do nothing because DeSantis and Rapey are good friends.

Morally it’s the right thing to do in my eyes. It’s also surprising how the pro life and pro death penalty people are the same people usually.

There were provisions of the CR that didn't strictly have to do with government funding. This is not unusual as these are attached so Congress doesn't have to consider each separately under the rules. Some of them didn't make the final bill (also not unusual). They will no doubt either find their way on other bills or as standalone.
