That was during the Sitzkrieg period. Germany had already invaded Poland, and thus was at war with France and GB but had not yet begun its march through the beleux states into France.

At that time the Soviet-Finish war was still ongoing. So the anglos and french did the only sensible thing - prepare an army to help the finns. Shortly after, Germany conquered Belenux and France while also destroying the british ground forces in Europe.

The west was about to send a sizeable expedition korps to aid Finland while already at war with germany in 1939.
