Those under constant attack or bothered for conversion, especially with the expectation of change in behavior are often quick to enter defensive posture and be overtly sensitive. If you want that fixed you're going to have to fix religion to be more accepting of those that want /nothing to do with it/ first, just because one believes in some form of spirituality, space man, or whatever does not indict them with the right to advertise, solicit, or degrade/disrespect their fellow social members and yet that continually happens. Eh you can be upsetti all you want about cars, truth is it's not even a significant portion of the damage we do to the planet, it's just the most democratized one. The freedom having a transport craft allows is insane compared to even the most robust public infrastructure and yes in a perfect world that would be entirely unnecessary but we're /so/ far off from that goal you'd be better off focusing on something that matters within the environmental class war (The rich (corps & people)) pollute and damage the ecosystem to a far greater degree than the entirety of any transport or logistics infrastructure. Just consider all the microplastic that we've literally littered everywhere on the entire planet. It's in the rain. Cars did not put plastic in your rain. A single person's choices did not do it, nor could they prevent it.
Tldr: focus on something that matters and doesn't negatively impact the lives and freedoms of significant amounts of people before you focus on the things that do. You'll find mobility against the greed of a few is far easier to stir than mobility against the needs of the many.
It really depends on the situation and the dog, yours sounds like it leans towards being unhealthy but a dog can be an acceptable therapy companion for a lot of people and plenty of docile breeds do perfectly well in apartments. I think what you want is less "regulation" and more education. Addionally there are plenty of housing and apartment choices that specifically ban pets, you're welcome to lease with one of them. If you feel that's inconvenient try telling that to the person who considers their dog family and doesn't have the financial weight to escape renting who you'd like to ban from having their family member. 🤷♂️ I'd say you should just be more considerate of your own triggers when renting a place.
