I think the argument they make is that quantum randomness doesn't have any way of influencing our choices, the scales are too different. I disagree, I think quantum randomness is free will, and there's some sort of quantum amplifier, for lack of a better word, that bridges the gap between particle interactions and consciousness. But since there is no way to prove or disprove such a thing, since it is by definition indistinguishable from chance, it's basically naval gazing...
Server is "free" in that it can run on the computer you already have, with the Internet connection you already have. Domain registration is fairly cheap, I last paid $65 for 5 years. I haven't shopped around in a while so there could be cheaper options. SSL cert can be had for free though you will have to renew it every 3 months, but that can often be automated...

In 1984-5 we had a whole bunch of apple ][s so we had an hour or so per week of programming in basic- I had a commodore 64 at home so I could do the classwork in the first 5-10 minutes, then spend the rest of the time playing with it to see what it could do...
