Kind of an over simplification. Yeah, cops should ideally be fit-ish but even an obese person with a gun or a tazer can protect people, maybe not as well but still, and that doesn't take into account the fact that a lot of cops are not actually on the streets but rather in an office doing paperwork etc. The problems are:

You might think that but really our radio waves are like a spark compared to the forest fire that is the sun. We only think of radio waves as extreme or flooding because they usually have better penetration because of the lower frequencies.
This also why basically everything alive that has sight is looking at roughly the same spectrum as humans, it is just very abundant, has a high frequency (eyes can be small) and is just below ionizing radiation so easier to stay healthy. And the low penetration is useful, imagine a transparent tiger.
It is probably actually easier to create on linux as it is foss and there are also good projects like eBPF which can maybe even simplify and make it more secure.
Your statement is even more true about closed source. As someone who worked in multiple companies, I can tell you that 99% of the code is written, PRed, QAed, and then ignored forever.
