GOG launched in 2008 (when windows vista was current), some of the titles added to the catalog over the years will have problems with modern operating systems, hardware, drivers, etc.
Anything they add to the preservation program has confirmed comparability with Windows 10/11 and popular hardware currently in use. There is an element of housekeeping here that goes beyond simple PR.
Going forward, even if a game is no longer available for sale on GOG, as part of the GOG Preservation Program, it will continue to be maintained and updated by us, ensuring it remains compatible with modern and future systems.

It dropped on PS+ at launch, I tried to play that weekend and the servers were empty .. It couldn't find me a match. I changed server region and still no match.
It was DOA, I'm surprised they supported it for as long as they did.

This is a very open ended statement, its not limited to alt accounts at all.
They are targeting exactly one person that they are in litigation with.
I don't know about that, they seem to be saying they are looking for his associates (emphasis mine):
