They should be rehabilitated in an institution that is set up to help them beat the addiction and re-join society.
If necessary, they should be removed from society and locked up, if they pose a danger to others.
Putting them in a typical American prison that is designed to make their life as miserable as possible while extracting free labor helps neither them, nor the victims, nor society.

I am diagnosed with ADHD and have a very similar compulsion, but with Linux distros. I used to keep switching between Debian Stable and Arch.
For me, the driving factor was that I wanted my computing environment (which is where I spend most of my time) to be absolutely perfect and "clean". Quitting the distro-hopping was like quitting an addiction. I made a conscious decision to stick with Arch and deal with all problems that arise without switching back. Getting involved in community service and charitable work also helped. I simply don't have several hours of uninterrupted free time anymore to reinstall and set everything up again.
I always find it kinda weird when people criticize free software.
Like, the developers make something, give it to you for free, pay for server space so you can download it for free, and then you say "it sucks".

The last system that straight up broke for me was a default installation of Debian Stable, and that wasn't long ago.
I understand Arch isn't easy to use or maintain.
But in my opinion, if you use something wrong and it breaks, that doesn't mean it's unstable. And if you update Arch by simply hitting "pacman -Syu" every day, you're doing it wrong.
Every Windows version was shit when it came out, then became good through updates by the time the next version came out.

Unironically, yes. There's been multiple attempts at negotiation in the past, where Israel was even willing to hand over land they had conquered before, for a two-state-solution. Hamas always declined, because they don't want to negotiate with Israel. They want a world without Israel. And they'd rather have every single Palestinian die than accept their loss and sue for peace.
In Germany you can officially start a phd program with a bachelor's, and I assume it's the same all over Europe, since the degrees are supposed to be compatible.
No one does it without a master's, and no prof will accept you into a phd program without one, but theoretically on paper it's not needed.
