Reality: age of consent exists for the reason that children and teenagers won't be able to make a fully thought through decision. Even if they think they can. Some humans may be able to do so before the legal age and some maybe not after the age of 18.

You should follow the readme in the project.

There should be an information about where you should put the roms.

The roms can be (legally) download on different websites. It's legal for archive reasons (afaik).

Difference: what does apple do? It has a store that they check the content on. And provide the small app infrastructure. Also they ask for money for you to upload anything.
