Gadaffi was by all means a pretty great ruler. He invested a ton in infrastructure and did a great deal to uplift Libya out of poverty. Under Gadaffi Libya was the richest nation in Africa.

He did rule with an iron fist. But this was largely because of Western backed insurgencies. He was heavily disliked by the West for not allowing Libya to be siphoned of natural resources like other neocolonies. Which is why most of his legacy is a giant NATO smear campaign.
