Middle class is not the same as the rich. Trying to get various groups of not rich people against each other has been a time tested tactic to keep everyone from acting against the rich. First it was race but now it's trying to put the rural vs urban, the less fortunate vs the slightly less fortunate, union vs non union, etc.

How would buying cookies then reselling them get them any more? If there was markup the kids would just buy from the school directly.

State universities are public, not private, and college sports award state money in the form of scholarships. It's discriminatory to exclude people from participating so I don't see what they can do except include trans athletes in men's or have a separate trans category but good luck with that.
