If the issue was cost, you would build schools. A better educated population get less sick, earns more and thus pays more taxes, commit way less crimes, get less social welfare, in short it is a net gain in tax dollars.

Plus, someone who gets out of jail with a big debt will very likely cost way more to society than what could ever be recovered from them.

There are probably a hundred time more Java developers than rust developers. I think that is the whole point of choosing Java.

The only thing that can indeed happen is the feature was developed and tested, and it was enabled by a glitch. But the feature necessarily was developed intentionally, because things don't just appear like that in a program.

What the claim may have been is experimental fusion, which does exist right now, we have generated power using fusion, and we even made more power than we put into it recently. It's moving, but it's slow, as planned for the last few decades.

Very far from reprogramming though. The general shape of the NN doesn't change, you won't get a NN made to process images to suddenly process code just by training it.
