Decades and decades of no consequences for their actions. If your bonus gets bigger despite every meaningful kpi you aren't are great CEO, you are a capitalist exploiting your resources.
It's less about the impact now and more and being able to use the ambiguity for more impact later on. The meaning of words is important especially when you start arguing that the Constitution never actually said (insert word that's lost all legal meaning).
You said before next election. I'm saying next midterm. A strong surge of people who suddenly feel compelled to vote is inevitable. They need to combat that before the next midterms.
