For it to have been a bribe both parties had to have met in a federal building, on a Tuesday, and then on camera signed written affidavits of intent to bribe and be bribed respectively, while being recorded laughing about how pathetic and unenforceable the bribery laws are, while twiddling their mustaches, be they real or faux.
