Unless you're going to somehow ensure there's no even somewhat densely populated ares within 200km of the DMZ (and continue moving it back as NK slowly progresses to better tech), they'll just switch to a different city. For reference, that's more than the entire northern half of the country
Not just the cost, but the fact that so many people are working 50+ hours a week just to survive and simply don't have the time or energy. When you've gotta pick up a second job on the weekend to make rent, you're probably not going to have any energy to go out.
You are aware the primary reason NK hasn't been wiped out is because their traditional artillery would kill hundreds of thousands in Seoul in a few hours right. It has less to do with nukes than you think.
NK doesn't have the slightest chance of winning a conflict against even a weak secondary power. They can just make sure SK loses too.
In that case (pun intended), your best bet would probably be to try to find a NUC (or similar) that supports expansion. I think I remember seeing some that did, but it's been a few years since I've looked into that market. I know intel stopped making them first party, so it might be a pain in the ass to find now
Can't say I've gone around asking people, but from what i gather people don't usually wipe before hand because you (usually) don't need to. Just spray and dry
Realistically unless you're up for spending at minimum of a couple hundred bucks, you're not going to get a true mini-pc (unless you want to buy a NUC or something, but that kinda defeats the purpose). Any mini-itx case you'd want (14L) is going to be around the $100 mark on the cheap end. Unless you really luck out and find a compatible used motherboard on the cheap, youre looking at another $100 minimum. Could get a used 4600g for $65, but it's probably not going to come with a cpu cooler if it's used. Add in a power supply that fits, that's another $140 on a good day.
Small form factor PCs are stupid expensive because it's a fairly niche market that very few people absolutely need.
What I'd personally do is find a used dell inspiron or similar for $150 and toss that all in it

Except they're not promising anything other than "it's ahead". What does that mean? Only the node size is smaller? Peak performance? Performance per watt? "It's ahead" doesn't mean anything of substance and gives him all the legal leeway in the world.
