Garak + Bashir > O'Brien + Bashir
You just can't beat Garak sarcastically roasting Bashir for all of the inaccuracies in his fantasy while Bashir desperately tries to suspend his disbelief and enjoy it anyway.
I mean, Garak is desperately trying to justify his own checkered past while Bashir is just enjoying himself (before being rudely interrupted by the holosuites doing what they do).
I suppose it just depends on your perspective.
Seems to me to be a bit of jealousy. Not getting to spend enough time with the right person.
