With respect to healthcare, any "savings" that come from denial of care, are negated by the social cost of a less healthy population.
Maybe we can make a deal.

It seems to be working but none of the thinktanks we work with can identify why yet, we suspect an influencer on a social media platform we haven't discovered yet is spreading these ideas.
