Has there been a natural disaster in Texas that he didn't run away from?
- If anything, I would have expected him to be super into NOAA just so he knows when to fly to Cancun.
  
  He was probably given access the NOAA VIP subscription.
More importantly, he stayed on vacation after the disaster.
Looks like the flood happened on the 4th and ted was seen in Texas on the 7th.

Rafael always flees the country when those he represents need him there. He was in Mexico when their janky third world power grid collapsed during winter weather.
They already had a chance to kick him to the curb, and didn’t.
This is just fluff.
It's what makes him so endearing and re-electable.
The warnings went out hours ahead of time and the officials in charge failed to react.
But hey! These critics say otherwise! And when I say "critics say otherwise" I actually mean that critics criticized funding cuts. And when I put that quote next to a quote from a politician, it can trick people into thinking they're saying what I said they're saying!
