“One Big, Beautiful Bill” Has More Provisions That Violate the Byrd Rule, According to Senate Parliamentarian

The Byrd Rule was created to ensure that the budget reconciliation process, which allows for expedited consideration of legislation related to the budget, is not used to bypass normal Senate procedures for non-budgetary matters.
