Lots of smug assholes like to use this as an indictment of human intelligence.
Vanishingly few seem to want to admit that bears are highly intelligent and perhaps more deserving of our kindness and respect.
I think this is another case of the Venn diagram being a fuzzy circle.

Apart from the individual kindness of convenience store and private buildings, there simply are no public trash containers. Especially in tourist areas, double especially in nature preserves.
Tourists tend to mash garbage into bottle recycling bins and places that clearly are not meant for garbage.
Maybe then they need trash cans.
We have those in the US, too, and they are the most common style I see in national parks.
There's also some overlap between the skinniest bears and the fattest Americans.
