Capsaicin, the thing that makes peppers spicy, is an oily compound.
Water will never remove this from your tongue and the temporary relief is so short it is effectively worthless.
Drinking milk helps actually neutralize the best long term. Alcohol will also help.
So what you're saying is, the best solution to spicy is vodka

Something sweet (acidic) will break it down too. I find fruit juice or a soft drink will work better for me than milk.

Having said that, bread works a million times better than water if you eat something too spicy

I love spicy food. Water doesn't do jack shit. Like the other comment said, all it does is push the capsasin further down. You need fatty things to grab the capsasin, or mild things like bread work ok sometimes.
