This was the expected outcome when the program had very little guardrails. IIRC, Trump removed some guardrails too. Any big business that illegally got funds likely won't be forced to pay them back. The IRS doesn't like to go after those that can fight back. It all seemed pretty intentional. Most people were saying this would happen after reading the proposal.
And that's by design, of course.
