I don't understand, why is this a lawsuit instead of an arrest warrant?

A civil suit instead of a warrant.
If it's illegal for him to offer the payment then it's illegal for them to accept the payment according to the federal statute. So, if I was a winner I wouldn't count on being a millionaire forever.
