UN envoy doubles down on criticism that Canada’s foreign worker program is a ‘breeding ground’ for slavery

I don't know if the TFW program was used that way back in the 80's. I was too young to remember.

This abuse of the TFW program seems to have started with Harper. It's the first time I heard about this problem, but I could be wrong.
