What sort of deal could he possibly have made? There's no way they'll ever release him. Maybe transfer him to a supermax?

A decade and a half of torture will make you agree to just about anything.
There probably wasn't any deal, the gallows sounds a lot more appealing than being waterboarded everyday for 16 years.

Keep someone locked up and torture them that long and I imagine they might plead guilty to anything.
