Edit: OK after reading the article it mentioned a Florida bill that allows people to shoot bears they perceive as a threat to their person, pets, of dwelling and the Republican sponsor of the bill wrote it because of bears high on crack. WTF...

They need to put a "do not cheer up the bear" sign on the side of the road or it won't stop.

Nothing would make me more likely to hang out with the bear. Which isn't to say it would be likely even then, but the temptation...
How about: "WARNING: Cheering up bears could result in a fine of no less than $5000 or a 1-year jail term."
