I do wish the dislike button was back, but this does seem like it could do something different.
The notes could add corrections to minor details, or even be about something that changed since the video was uploaded.
The Dislike was great for "This whole video is garbage"

On one hand, there's a lot of nonsense on YouTube that it'd be nice to address.
On the other hand, we're talking about harnessing the wisdom of YouTube comments.

There are a couple channels I watch where I expect community notes to be absolutely abused to make anyone who comes to their channels think they're either liars or something horrendous. As good of a feature as this is, I have no doubts it'll be abused.

No, that would only be true if there were a completely toxic userbase /s
At BEST, it would explain things too late since corrections never spread anywhere near as far and fast as viral misinformation does.
Some people suggest that its faster to get the correct answer to a question, by posting a wrong answer online, that trying to google it.
